The Village Party Secretary, Fang Weiping, then drove a bulldozer towards the rapidly rising waters to save the villagers. Fang drove the bulldozer to and from the rapids to transfer villagers several times. He managed to transfer more than 30 trapped people to higher ground. Fang said that they have a major flood every seven or eight years. The relatively low-lying areas are flooded and the water rises very quickly.
